Cynthia Ann “Cindy” Shifler
In the early morning of Tuesday, July 29, 2025 in Salisbury, MD, Cynthia Ann “Cindy” Shifler, 71, was called home to be with the Lord. She lived her life based on the lessons she learned as a girl attending Sunday school at Trinity Lutheran Church, Hagerstown, MD.
Cindy Shifler was an advocate for the environment, for animals in need, and for the preservation of those animals nearing extinction, such as the wolves. Her happiest times were spent with her pups. Maine was her favorite vacation destination to be with her pups; to experience nature by hiking, kayaking, and biking; and eating lots of lobster. Her last major vacation the pups stayed home, but she went to Sicily and Rome, Italy with her sister, Susan. It was the vacation of a lifetime for them.
Cindy was born on September 21, 1953 in Hagerstown, MD to Phyllis E. (Lambros) Shifler and Harlan S. Shifler, both of Hagerstown, MD. She is a graduate of Boonsboro High School, Shepherd College (BS, Sociology), and Salisbury University (MEd, Education Administration & Supervision).
Cindy was preceded in death by her parents, Harlan and Phyllis Shifler; brother-in-law Joseph Reed Green; and 4 Irish Setter fur babies: Molly, Casey, Maggie May and Fergus.
For the last 40 years Cindy dedicated herself to the advancement of drug prevention to the residents of Wicomico County. She began with programs such as Teen Issues Day and Kids on the Block. Her work included programs for seniors and for parents. As the State of Maryland addressed new drug issues Cindy collaborated with other agencies and other counties. Always an advocate for drug prevention and public health for all populations in Wicomico County. She was a Certified Prevention Professional (CPP) and an International Certified Prevention Specialist (ICPS). In April 2015 she was recognized as the IC&RC Prevention Professional of the Year, in recognition of being a certified preventionist who best embodies the ideals of the profession and of IC&RC. She served on the Board of Directors for the Resource Recovery Center.
Cindy is survived by her sister, Susan Shifler Green of Frederick, MD; niece Tara Marie Green Butler (Wade); great nephews Luke Harlan Butler and Nolan Carter Butler and great niece Josephine Rose Butler all of Frederick, MD. Also, she is survived by her uncle, Richard Shifler of Arizona and many cousins. At home she is survived by her best friend and partner Linda Ziegler and 2 Irish Setter pups, Riley Grace and Aidan.
A celebration of her life will be held on Saturday, August 16, 2025 at 10:00 A.M. at Holloway Funeral Home, 501 Snow Hill Road, Salisbury, MD 21804.
Interment will be held at Rest Haven Cemetery, 1601 Pennsylvania Avenue, Hagerstown, MD 21742 on Tuesday, August 19, 2025 at 11:00 A.M.
Visitation for family and friends will be held Friday, August 15, 2025 from 6:00 to 8:00 P.M. at Holloway Funeral Home. Again on Saturday August 16, 2025 from 9:00 to 10:00 A.M.
